March 21, 2019DOLE DEPARTMENT ORDER NO. 200-19AMENDING DOLE DEPARTMENT ORDER 144-15 OR GUIDELINES ON THE IMPLEMENTATION OF THE SOCIAL AMELIORATION AND WELFARE PROGRAM FOR WORKERS IN THE BIOFUELS INDUSTRY, UTILIZING MOLASSES AS FEEDSTOCKSECTION 1. Legal Basis. — This Guidelines is being issued pursuant to Sections 11 (e) and 17 of Republic Act No. 9367, otherwise known as 'The Biofuels Act of 2006'; Joint Administrative Order No. 2008-1 Series of 2008 1 granting authority to the Department of Labor and Employment (DOLE) to develop and manage the implementation of the Social Amelioration and Welfare Program (SAWP) for Workers in the Biofuels Industry; and Item V, Number 1 of DOLE Department Order No. 144-15, creating the Tripartite Consultative Council (TCC) in the Bioethanol Sector of the Biofuels Industry, which shall serve as an advisory body of DOLE in policy-making, program implementation and monitoring the implementation of SAWP for bioethanol workers.SECTION 2.
