Gil Puyat Ave., Makati City, Thursday, 27 June 2019 at 12:00 N.N.WHEREAS, Section 7.2. of the Revised Implementing Rules and Regulations (RIRR) of Republic Act (RA) No. 9184 ("Government Procurement Reform Act") provides that:"7.2. No procurement shall be undertaken unless it is in accordance with the approved Annual Procurement Plan (APP) including approved changes thereto.
