April 22, 2014DOLE DEPARTMENT ORDER NO. 138-14AUTHORITY FOR PHILIPPINE RECRUITMENT AGENCIES TO CONDUCT ARABIC LANGUAGE TRAININGIn order to strengthen the shared responsibility between the government and the private sector and pursuant to continual process improvement in the deployment of overseas Filipino workers, Philippine recruitment agencies (PRAs) deploying household service workers (HSWs) bound for the Gulf States, are granted authority to conduct Arabic language training for their own workers. The concerned PRAs shall establish their own language training program, although tie-ups between agencies may be allowed, subject to the Guidelines to be implemented by the Overseas Workers Welfare Administration (OWWA). The training program, together with the venue/facilities and language instructors, shall be accredited by OWWA according to the standards it will develop in coordination with the Technical Education and Skills Development Authority (TESDA).Attendance to the language training shall be free of charge to the HSWs and no fees in whatever form shall be collected from them. Attendance to the Arabic training shall be mandatory and shall be a pre-requisite for the attendance to the pre-departure orientation....
