CANDO, AS CHAIRMAN OF THE COMMISSION ON ELECTIONS, respondents.R E S O L U T I O NFor disposition is the petition to declare null and void the election of officers at BUKLOD-FILIPINO conducted on 6 January 1994. The preferred ground is that the principal petitioners Aurora Batnag, Irma Canilao and Minda Laraya were disenfranchised and disqualified from running in the said election. Petitioners identify as respondents the President of BUKLOD-FILIPINO, Rosa Apin, and the COMELEC officials headed by Josefina M. Cando, Chairman.The following facts are undisputed. cdtOn 22 November 1991, the first set of officers of BUKLOD-FILIPINO, to serve for a term of two (2) years, was elected.
