June 21, 2016GOVERNING BOARD RESOLUTION NO. 09-16WHEREAS, Honorable Rosalinda Dimapilis-Baldoz assumed her position as Secretary of Labor and Employment and Chairperson of the POEA Governing Board on 30 June 2010; WHEREAS, under her six (6) years of competent stewardship, the POEA developed standards of overseas Filipino worker (OFW) protection through policy reforms she initiated that received full support from the Governing Board;WHEREAS, all her policy reforms and regulation were focused on the empowerment of Overseas Filipino Workers and the protection of their interests and welfare, especially those in vulnerable categories, such as domestic workers;WHEREAS, Secretary and Chairperson Baldoz ensured the revision of the POEA Rules and Regulations Governing the Recruitment and Employment of Land-based Overseas Workers, and the Rules and Regulations Governing the Recruitment and Employment of Seafarers, which provide the necessary legal framework to: (1) rationalize regulation of the recruitment and manning sectors through professionalization of their ranks and curbing unethical recruitment practices; and (2) uphold OFW rights and responsibilities;WHEREAS, also under her watch, Secretary and Chairperson Baldoz steered the Governing Board into effective...
