March 21, 1978POLICY INSTRUCTIONS NO. 33-78SUBJECT:Complaints Arising from Non-payment of Amelioration Bonus Prior to Effectivity of the Social Amelioration Program Making Mandatory the Collection of Stabilization Fee The rules and regulations of the social amelioration program provide among others, for a mandatory collection and distribution of cash bonuses (0.90 per picul) by sugar millers and planters to their workers at specific periods.Prior to crop year 1974-1975, the scheme is deemed voluntary on the part of the millers and planters. It became mandatory by operation of law on December 21, 1974 when PD 621 as amended was enacted.Any complaint for non-payment of cash bonus prior to crop year 1974-1975 filed in accordance with the provisions of the Labor Code, as amended, shall not be entertained and shall be treated as having been filed outside the jurisdiction of the Department of Labor.For information and guidance. (SGD.)
