August 15, 1972DEPARTMENT ORDER NO. 020-72TO:Regional Labor Administrators, Sub-regional Administrators, Provincial Directors, Industrial Safety Engineers, Director of Field Operations, and Director of the Bureau of Labor Standards   SUBJECT:Coordination with Chartered City Officials in the Implementation of Occupational Health and Safety Laws and Regulations. In accordance with Section 28 of Reorganization Plan 20-A on Labor, industrial safety inspections in chartered cities is the sole responsibility of such chartered cities subject to the national standards established by the Department of Labor.To enable this Department to determine how effective the national standards on Occupational Health and Safety are being implemented by the chartered cities and to afford the Secretary the opportunity of availing himself of whatever information the chartered city authorities may have on unsafe working conditions regulations, and thus enable him to propose legislation or promulgate new rules to correct the same, it is necessary that proper coordination with chartered cities be established for the purpose sought herein.Effective immediately, therefore, all Labor Administrators, Sub-regional Administrators and Provincial Directors are hereby designated as representative of the Secretary of...
