January 9, 1981POLICY INSTRUCTIONS NO. 45-81DIRECTING THE OEDB TO MONITOR, DEVELOP AND ADMINISTER THE HIRING AND EMPLOYMENT OF FILIPINOS IN FOREIGN HOUSEHOLDSIn order to protect the interest and promote the well-being of Filipino household workers hired for overseas employment, the following are hereby issued as policy instructions:1. POLICY. — The overseas employment of household workers shall be administered under a highly selective procedure consistent with national manpower development and employment objectives.2. ADMINISTRATION. — The administration of this program shall be undertaken by the Overseas Employment Development Board (OEDB) which shall establish the procedures and requirements for its effective and efficient monitoring and development. cdtai3. COVERAGE. — The following are covered by these Instructions:a. Foreign employer and/or his local representative/agent.b. Private employment agency licensed or authorized by the Ministry of Labor and Employment through the Bureau of Employment Service (BES).c.
