April 23, 1976POLICY INSTRUCTIONS NO. 02-76TO:All Regional Directors SUBJECT:Disposition of Labor Standards Cases In order to provide for a uniform system in the disposition of labor standards cases, the following procedures are hereby prescribed for the information and guidance of all concerned:1. The Labor Regulation Officer/Industrial Safety Engineer shall submit immediately within 21 hours his report to the Regional Director specifying the violations discovered. In case the violation involves non-compliance with safety laws or orders or implementing rules and regulations which poses grave and imminent danger to the health and safety of all the workers in the workplace, the Labor Regulation Officer/Industrial Safety Engineer shall include in his report a recommendation for the issuance of an order of stoppage of work or suspension of operation of any unit of department of the establishment.2. Restitution or correction may be effected at the plant level within five (5) working days from the date of discovery of the violation.3. Where the employer admits the violation and is willing to make the necessary restitution or correction, he may be...
