1977POLICY INSTRUCTIONS NO. 23-77TO:All Regional Directors SUBJECT:DOL Priorities for Regional Inspection Service To insure a more meaningful compliance with labor standards laws through realistic regional inspection programs and to increase effectiveness in the use of limited resources available to the Regional Offices, all Regional Directors are hereby instructed to adopt the following priorities and guidelines for inspection service priorities and guidelines for inspection service effective immediately and until further orders:1. Regular inspections shall be conducted only in the manufacturing, agricultural, construction, and transport industries, as indicated in the attached list. Priority shall be given to sweat shops (establishments employing workers under substandard conditions) and those facing complaints for violations of labor standards laws. Inspection shall be limited to establishments employing thirty (30) or more workers, in the case of the agricultural industry. Inspection shall not be conducted in establishments previously inspected and were found to have no violations; digest2. For purposes of enforcement inspection, establishments engaged in the manufacturing industry shall not include bakeries with less than fifteen (15) employees;3. No inspections shall be conducted...
