October 18, 2011DOLE ADMINISTRATIVE ORDER NO. 88-A-11DOLE ENHANCED SELECTION AND PROMOTION SYSTEM (DOLE-ESPS)In the interest of the service and pursuant to existing rules and policies of the Civil Service Commission, an enhanced selection and promotion system shall be adopted in the Department with the following guidelines for implementation: I. OBJECTIVES1. To establish a more transparent system that is characterized by strict observance of merit, fitness and fairness in the selection and promotion of employees for appointment to positions in the career service at all levels.2. To provide the DOLE offices and attached agencies uniform policies, standards and procedures on personnel selection and promotion.3. To help ensure the hiring of personnel with utmost professionalism, productivity and integrity.II. SCOPE AND COVERAGEThe DOLE-ESPS shall cover the first, second and third level positions in the Department, including those in the regional offices.Attached agencies shall adopt the basic principles of the DOLE ESPS taking into consideration the peculiar structure and needs of their organization.III. DEFINITION OF TERMSCAREER SERVICE — a category of service in the Philippine Civil Service characterized by...
