January 21, 2013DOLE ADMINISTRATIVE ORDER NO. 031-13DOLE FRAMEWORK AND ACTION PLAN FOR EFFICIENCY AND INTEGRITY DEVELOPMENTConsistent with the principles on good governance and the rule of law as set forth in the Philippine Development Plan 2011-2016 and pursuant to the major institutional reforms envisioned for the Department under the Philippine Labor and Employment Plan 2011-2016, the DOLE Efficiency and Integrity Development Framework and its Action Plan as formulated by the Tripartite Partners is hereby adopted. I. GOAL AND OBJECTIVESThe Framework shall serve as the guidepost of the Department towards better governance. It aims to achieve and sustain "Quality, Efficiency and Integrity in the Delivery of DOLE Services." Specifically, through the implementation of the Efficiency and Integrity Development Plan (EIDP), the Department endeavors to:1. Promote transparency and continuous improvement in all its transactions and work processes;2. Strengthen the accountability of all officials and employees within the Department and its agencies;3. Sustain a culture of respect for the rule of law; and4. Nurture its partnership with stakeholders in improving its overall governance system.II. COVERAGEEfficiency and integrity development...
