April 10, 2012DOLE MEMORANDUM CIRCULAR NO. 002-12In the interest of the service and as part of the labor market intelligence mandate of the Department of Labor and Employment (DOLE), the Computer Numerical Control (CNC) Machinist is identified as Mission Critical Skill.Pursuant thereto, the Philippine Overseas Employment Administration (POEA) is hereby instructed to: EAHDac1. Include in its existing documentation requirements for said skilled worker a proof of the worker's six (6) months notice of resignation, duly acknowledged by the present local employer/company.2. Ensure compliance of this requirement by licensed recruitment agencies and their respective foreign employers/principals.3. Work out with foreign employers/principals, thru their recruitment agencies, the following: i. Observance of ethical recruitment practices in recruiting Filipino workers which include the staggered hiring of workers so as not to adversely affect the operations of the local companies, including multinational corporations; andii. Investment in the human resource development of our OFWs thru partnership with colleges/training institutions to ensure the supply of MCS workers.4. Issue the necessary implementing guidelines.The Bureau of Local Employment shall closely work with the local...
