November 20, 2012DOLE MEMORANDUM CIRCULAR NO. 02-A-12In reference to Memorandum Circular No. 2 dated 10 April 2012, identifying the Computer Numerical Control (CNC) Machinist as Mission Critical Skill (MCS), the following occupations are hereto included as MCS in the aerospace products and parts manufacturing industry: AEcTCD• Servo Valve Assembly Technician• Servo Valve Test Technician• Servo Actuator Assembly Technician• Servo Actuator Test TechnicianPursuant thereto, the Philippine Overseas Employment Administration (POEA) is hereby instructed to require the worker with the afore-mentioned occupations a proof of six months notice of resignation duly acknowledged by the present local employer/company, as a requirement for their documentation as OFWs.The Technical Education and Skills Development Authority (TESDA) shall maintain its close partnership with affected companies to ensure the adequate supply of MCS. Through its Training for Work Scholarship Program, it shall subsidize training on General Machine Shop, CNC Machining, and the specialized skills required, for the above-named MCS, including CNC Machinist.The Technical Working Group on MCS created under Administrative Order 105, series of 2012, shall review the implementation of this circular every...
