PRIMARY PROGRAMSTaking off from its mission: to promote social justice and protect human rights and respect for human dignity through the insurance of workers' protection and welfare, promotion of full employment, improvement of employability, maintenance of industrial peace, and enhancement of workers' participation in policy making, the DOLE'S primary programs are as follows:1. Policy Making and Standards Setting: This involves the formulation, development and promulgation of policies and standards in employment, labor relations and working conditions1.1 Researchers and advocacy: This involves the conduct of policy researchers and statistical studies in aid of decision and policy making. It also includes the conduct of policy fora to elicit clientele awareness and participation in the formulation of DOLE policies.The implementing units are the Institute of Labor Studies and Bureau of Labor and Employment Statistics (BLES).The total budget for 1999 is P42.2 million.1.2 Promulgation of Policies and Standards.
