VIARDO, petitioner, vs. UNYON NG MANGGAGAWANG PANGKALUSUGAN, respondent.R E S O L U T I O NThis is a petition filed by the Jose Rodriguez Memorial Hospital to cancel the registration certificate of the Union ng Manggagawang Pangkalusugan, a union of government employees, on the ground that the members of the latter are not employees of the civil service and therefore are denied the rights granted by Executive Order No. 180.The facts are as follows:Petitioner is government hospital which operates mainly as a sanitarium for patients afflicted with Hansen's disease, more commonly known as leprosy. Now based in Tala, Kalookan, petitioner employs the services of so-called "patients-assistants or "gratuity workers."
