January 19, 1988GOVERNING BOARD RESOLUTION NO. 01-88WHEREAS, under Article III, Section 18 of the Constitution, the State affirms labor as a primary, social and economic force and that it shall protect the rights of workers and promote their welfare;WHEREAS, there is now a growing number of female workers particularly domestic helpers being deployed overseas;WHEREAS, reports of abuse and maltreatment of female contract workers, particularly domestic helpers, have exposed the Filipino womanhood to risk and the Filipino nation to embarrassment if not ridicule, thus highlighting the need to review the present policy on deployment for this skills category;WHEREAS, the Labor Code underscores the need to guard against the recruitment or placement of workers in jobs harmful to public health or morality or to the dignity of the Republic of the Philippines; digestNOW THEREFORE, the POEA Governing Board in a meeting duly convened hereby resolves to recommend to the Cabinet the following:1.
