February 1, 1987GOVERNING BOARD RESOLUTION NO. 02-87The Governing Board of the Philippine Overseas Employment Administration in a meeting duly convened approves and adopts the following position on policy issues and directions for the overseas employment program.1. On issuance of new license.The ban on the issuance of new licenses prescribe under LOI 1190 for private employment agencies and under POEA Governing Board Resolution of October 1982 for manning agencies and service and construction contractors are hereby maintained while a review of licensing policies and the trimming down of the number of agencies are being undertaken. The criteria for the trimming down shall be set in consultation with the Advisory Board for Landbased Workers and Advisory Board for Seafarers which shall be reconstituted and reactivated. cdt2. On universal licensing.The present distinctions and conditions of licenses and authorities shall be maintained. Contractors and placement agencies shall however be encouraged to merge so that projects peculiar to one or the other may be serviced by the new entity and not be totally lost.3.
