May 20, 2015GOVERNING BOARD RESOLUTION NO. 04-15WHEREAS, Republic Act 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), to impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires;WHEREAS, on 20 May 2014, the DFA raised the crisis alert level in Thailand to Crisis Alert Level 2 (Restriction Phase) in view of the declaration of Martial Law due to the escalating civil unrest and insecurity in the country;WHEREAS, under Alert Level 2, only the processing and deployment of returning OFWs with existing employment contracts shall be allowed and the processing and deployment of newly-hired OFWs shall be suspended;WHEREAS, on 21 May 2014, Governing Board Resolution (GBR) No. 6, Series of 2014 was issued imposing a temporary suspension on the processing and deployment of newly-hired OFWs bound for Thailand;WHEREAS, on 16 June 2014, the DFA lowered the crisis alert level in Thailand from Alert Level 2 to Alert Level 1 (Precautionary Phase), lifting the partial deployment ban in Thailand...
