September 27, 2017GOVERNING BOARD RESOLUTION NO. 04-17WHEREAS, Republic Act 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA, to impose restrictions on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare requires;WHEREAS, on 15 August 2017, the Department of Foreign Affairs (DFA) has placed Guam under Crisis Alert Level 1 (Precautionary Phase) due to the threat from North Korea, officially the Democratic People's Republic of Korea (DPRK) to launch a nuclear missile strike against the American trust territory; andWHEREAS, under Crisis Alert Level 1, no travel restrictions are imposed upon Filipino workers but they are advised to necessary precautions during their stay in Guam. NOW, THEREFORE, the POEA Governing Board, in a meeting duly convened, RESOLVES AS IT HEREBY RESOLVED, to affirm the Crisis Level on Guam for guidance and dissemination to concerned publics.For immediate compliance.Done in the City of Manila, this 27th day of September 2017.(SGD.)
