May 6, 2019GOVERNING BOARD RESOLUTION NO. 04-19WHEREAS, on 09 April 2019, the Department of Foreign Affairs (DFA) through the Acting Secretary of Foreign Affairs, Enrique A. Manalo, informed the DOLE Secretary that the DFA has declared Alert Level 3 in Tripoli and the surrounding areas within 100 kilometers of Tripoli due to the worsening security situation brought about by the heightened violent clashes between the armed forces of the Libyan National Army and the Government of National Accord in Libya. Alert Level 2 remains in all other areas of Libya. WHEREAS, the POEA Governing Board issued Governing Board Resolution No. 3, Series of 2019 on 10 April 2019, imposing a deployment ban on the processing and deployment of all OFWs, including crew change and shore leave of Filipino seafarers in Tripoli and the following areas within the 100-kilometer radius, as follows:To the East1.
