March 15, 1988GOVERNING BOARD RESOLUTION NO. 04-88WHEREAS, the President and the Cabinet approved the recommendation of the Philippine Overseas Employment Administration to suspend temporarily the deployment of Filipino domestic helpers without prejudice to the lifting thereof in countries where the Philippines has bilateral labor agreement or understanding or where there are sufficient mechanism by which the protection and welfare of Filipino workers may be assured;WHEREAS, a study conducted by the POEA and the records of the Philippine Mission in Canada show that there are enough protective mechanisms that safeguard the welfare of Filipino domestic helpers in Canada;WHEREAS, the same study and records likewise show that domestic helpers in Canada generally enjoy favorable working conditions which are prescribed by the provincial labor legislation and Canada's Immigration Act which conditions are in turn stipulated in the employment contracts validated by the Canada Employment Center (CEC) prior to authorization to hire foreign domestic helpers being issued to Canadian employers;WHEREAS, Canadian government authorities strictly screen employment contracts of foreign domestic helpers to ensure that they contain such minimum conditions...
