March 25, 2014GOVERNING BOARD RESOLUTION NO. 05-14WHEREAS, Republic Act 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), to impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires; WHEREAS, on 23 January 2014, the DFA raised the crisis Alert Level 2 (Restriction Phase) in Bangkok, Nonthaburi Province, Lad Lun Kaew District (Pathumthani Province) and Bang Phli District (Samutprakan Province) in the Kingdom of Thailand in view of the declaration of a 60-day state of emergency due to the escalating civil unrest and insecurity in the said areas;WHEREAS, under Alert Level 2, only the processing and deployment of returning OFWs with existing employment contracts shall be allowed and the processing and deployment of newly-hired OFWs shall be suspended;WHEREAS, on 24 January 2014, GBR No. 1, Series of 2014 was issued imposing a temporary suspension on the processing and deployment of newly-hired OFWs bound for Bangkok, Nonthaburi Province, Lad Lun Kaew District (Pathum Thani Province) and Bang Phli District...
