January 21, 2020GOVERNING BOARD RESOLUTION NO. 05-20WHEREAS, Republic Act No. 8792, also known as the e-Commerce Act of 2000, declares that the State recognizes the vital role of information and communications technology in nation building and among others promotes the universal use of electronic payment for convenient, effective, and faster transactions with the government; HTcADCWHEREAS, pursuant to the e-Commerce Act, the POEA has implemented an Electronic Payment and Collection System (EPCS) in the processing and collection of fees from landbased new hires and returning Overseas Filipino Workers (OFWs) or Balik Manggagawa (BM);WHEREAS, POEA has developed an online information front-end system to service landbased new hires and BMs for the application, processing, payment, and printing of electronic overseas employment certificates (OECs), otherwise known as the e-Contract System and "BM Online System";WHEREAS, Rule V, Section 1 (d) of the Implementing Rules and Regulations of Republic Act No. 9769 or the "Home Development Mutual Fund Law of 2009 otherwise known as Pag-IBIG (Pagtutulungan sa kinabukasan: Ikaw, Bangko, Industriya at Gobyerno) Fund" provides that, "[c]overage under the fund shall...
