July 24, 1987GOVERNING BOARD RESOLUTION NO. 05-87WHEREAS, recent changes in the international labour marker for contract workers have rendered some of the POEA rules and regulations counter-productive;WHEREAS, there is a need to adopt more responsive policies respecting recruitment and placement for overseas employment without compromising the terms and conditions of work with that of volume of employment generated;NOW THEREFORE, the POEA Governing Board in a meeting duly convened, hereby resolves the following:1. To adopt a Memorandum Circular and the necessary implementing guidelines which will make private recruitment entities competitive with private recruitment agencies, provided that the former shall remain as a non-fee charging entity; cd2. To ensure that in the guidelines raising the competitiveness of private recruitment entities, workers' protection is ensured by providing what is necessary to guarantee the same.FRANKLIN M.
