March 15, 1988GOVERNING BOARD RESOLUTION NO. 05-88WHEREAS, the President and the Cabinet approved the recommendation of the Philippine Overseas Employment Administration to suspend temporarily the deployment of Filipino female domestic helpers without prejudice to the lifting thereof in countries where sufficient mechanisms by which the protection and welfare of Filipino workers may be assured;WHEREAS, an examination of the legal and administrative mechanisms existing in Hongkong reveal that there are sufficient safeguards which guarantee the protection of Filipino domestic helpers;WHEREAS, Filipino domestic helpers in Hongkong are covered by standard contracts which are attested to by the Hongkong Labor Department and authenticated and verified by the Philippine Consulate General and which stipulate, among others, favorable terms and conditions of employment, including wages, holidays, leave, allowances, compensation for injuries, free passage to and from Hongkong and termination of contract by either party;WHEREAS, protection of Filipino domestic helpers in likewise assured under the Employment Ordinance, and thru the availability to Filipino domestic helpers of the Conciliation Service of the Labour Department and the Labour Tribunal in Hongkong and in...
