September 28, 2018GOVERNING BOARD RESOLUTION NO. 05-A-18WHEREAS, Republic Act 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), may, at any time, terminate or impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires; WHEREAS, on 15 June 2017, in response to the report of the Department of Foreign Affairs (DFA) regarding the continuing maltreatment and abuse of Overseas Filipino Workers (OFWs) in Chuuk, Federated States of Micronesia, the POEA issued Advisory No. 6, blacklisting Chuuk State Hospital;WHEREAS, the DFA in its letter dated April 05, 2018, strongly recommended the total ban on the deployment of Filipino workers to the Federated States of Micronesia unless it settles the unresolved cases and improves the working conditions of OFW;WHEREAS, on 17 August 2018, acting on the recommendation of the DFA, the POEA Governing Board decided to impose a total deployment ban as embodied in Governing Board Resolution (GBR) No. 05, Series of 2018;WHEREAS, several OFW groups through letters addressed to...
