June 14, 2019GOVERNING BOARD RESOLUTION NO. 06-19WHEREAS, Executive Order 247, Series of 1987 mandated the Philippine Overseas Employment Administration (POEA), its rule making power, thus, enabling it to enact rules and regulations governing overseas employment of Filipino workers; WHEREAS, Governing Board Resolution Nos. 07 and 14, Series of 2016 provided for the adoption of the Revised POEA Rules and Regulations Governing the Recruitment and Employment of Landbased Overseas Workers of 2016 and the 2016 Revised POEA Rules and Regulations Governing the Recruitment and Employment of Seafarers, respectively;WHEREAS, said 2016 POEA Rules and Regulations provide in Section 223, Rule IV, Part VII for Landbased and Section 207, Rule IV, Part VII for Seafarers that under its Agency Education Program, the Administration shall provide a Pre-Licensing Orientation Seminar (PLOS) and a Continuing Agency Education Program (CAEP) for the officers and personnel of licensed recruitment agencies;WHEREAS, there is a need for all members of the management team of applicant and existing licensed agencies/entities to fully understand, appreciate and be aware of their participation as well as their responsibilities,...
