April 13, 1988GOVERNING BOARD RESOLUTION NO. 07-88WHEREAS, the President and the Cabinet approved the recommendation of the Philippine Overseas Employment Administration to suspend temporarily the deployment of Filipino domestic helpers without prejudice to the lifting thereof in countries where sufficient mechanisms by which the protection and welfare of Filipino workers may be assured;WHEREAS, a study prepared by POEA reveals that the number of Filipino domestic helpers bound for the United States are extremely limited due to strict US immigration policies and the high cost of maintaining a live-in domestic helper in the country;WHEREAS, the same study shows that prevailing wage rates for domestic helpers in the United States are well within the rates prescribed by the US state laws as well as that set by POEA.WHEREAS, the study likewise shows that no cases of abuse, exploitation and other such complaints have been reported by Filipino domestic helpers in the United States;WHEREAS, the Philippine Overseas Employment Administration has developed a sample employment contract for use by US-bound domestic helpers without prejudice to similar contracts with better...
