November 14, 2018GOVERNING BOARD RESOLUTION NO. 08-18WHEREAS, the Department of Foreign Affairs (DFA) in its letter dated 02 September 2016 and upon the recommendation of the Philippine Embassy in Libya, lowered the Alert Level from Alert Level 4 to Alert Level 2 (Restriction Phase) in said country; WHEREAS, POEA issued Governing Board Resolution No. 16, Series of 2016, allowing the processing and deployment to Libya of returning workers with valid and existing contracts, subject to submission of the necessary documents cited by the Philippine Embassy in Tripoli;WHEREAS, on 04 September 2018, the DFA through the Secretary of Foreign Affairs raised the security Alert Level in Libya to Alert Level 3 (Voluntary Repatriation Phase) following the a). escalating violence due to factional fighting that threaten the safety and security of OFWs, thereat b). increase in kidnapping cases involving Libyans foreigners alike and c). militias control of the Libyan dinar;WHEREAS, the POEA wrote DFA on 14 September 2018 seeking advice if the DOLE can grant the same exemptions previously granted to returning workers;WHEREAS, the DFA through the...
