May 11, 1988GOVERNING BOARD RESOLUTION NO. 08-88WHEREAS, the President and the Cabinet approved the recommendation of the Philippine Overseas Employment Administration to suspend temporarily the deployment of Filipino domestic helpers without prejudice to the lifting thereof in countries where sufficient mechanisms by which the protection and welfare of Filipino workers may be assured;WHEREAS, a study prepared by POEA which points to the non-existence of welfare complaints from domestic helper show that sufficient protection is provided to foreign workers in Norway;WHEREAS, the Norwegian government strictly monitors the inflow of foreign workers in order to maintain labor market equilibrium and maintain its low unemployment rate;WHEREAS, foreign domestic helpers in Norway are paid an average month wage of about US$925, and provided free board and lodging;WHEREAS, domestic helpers in Norway are required to work for only five hours per day from Monday through Saturdays of a total of 30 work hours per week;WHEREAS, domestic helpers in Norway are registered upon their arrival and provides health insurance by the Norwegian Social Security System;WHEREAS, the foregoing conditions constitute sufficient safeguards...
