May 11, 1988GOVERNING BOARD RESOLUTION NO. 09-88WHEREAS, the President and the Cabinet approved the recommendation of the Philippine Overseas Administration to suspend temporarily the deployment of Filipino domestic helpers without prejudice to the lifting thereof in countries where sufficient mechanisms by which the protection and welfare of Filipino workers may be assured;WHEREAS, a study prepared by POEA which point to the non-existence of welfare complaints from domestic helpers show that sufficient protecting is provided to foreign workers in Austria;WHEREAS, the Austrian government ascertains that only foreign citizens with proper employment visas are allowed to engage in any activity for remuneration;WHEREAS, foreign domestic helpers in Austria are paid an average monthly wage of about US$341 and the provision of free board and lodging as well as adequate social security;WHEREAS, the domestic helpers in Austria are entitled to one free day a week and an annual paid vacation of not less than 30 working days;WHEREAS, free medical and dental facilities, payment for travel documents worker's compensation benefits for service-connected accidents, illnesses, injuries, and in case of death,...
