June 14, 2014GOVERNING BOARD RESOLUTION NO. 10-14WHEREAS, POEA Governing Board Resolution No. 3 and POEA Advisory No. 06, both Series of 2012 were issued on 03 February 2012 imposing a total deployment ban on Iraq, except in the Iraqi Kurdistan Region, until such time that it has been determined that the security condition in that country has normalized, after due consultation with the Department of Foreign Affairs (DFA); WHEREAS, based on DFA certification and subject to certain conditions, POEA Governing Board Resolution No. 03, Series of 2013 was issued which included Iraq in the list of compliant countries and lowered the crisis alert level in that country to Alert Level 1 (Precautionary Phase);WHEREAS, POEA Governing Board Resolution No. 04, Series of 2013 was subsequently issued which identified the "no-go" zones in Iraq, as a pre-condition for the lifting of the deployment ban, and allowed the processing and deployment of vacationing workers to that country, except in the identified "no-go" zones in Anbar Province, Ninewah/Nineveh Province, Kirkuk Province (a.k.a.
