June 20, 2014GOVERNING BOARD RESOLUTION NO. 12-14WHEREAS, Republic Act No. 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), to impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires; WHEREAS, on 13 June 2014, the DFA raised the crisis alert level in Iraq to Alert Level 3 (Voluntary Repatriation Phase) in view of recent developments in the security situation in that country, except for the Iraqi Kurdistan Region which remains under Alert Level 1;WHEREAS, POEA Governing Board Resolution (GBR) No. 10, Series of 2014 dated 14 June 2014 was issued imposing a total deployment ban on the processing and deployment of all OFWs bound for Iraq, except for the Iraqi Kurdistan Region;WHEREAS, on 18 June 2014, the DFA further raised the Crisis Alert Level in Iraq from Alert Level 3 to Alert Level 4 (Mandatory Repatriation), except for the Iraqi Kurdistan Region which remains under Alert Level 1; andWHEREAS, under Crisis Alert Level 4, mandatory repatriation of...
