December 18, 2019GOVERNING BOARD RESOLUTION NO. 12-19WHEREAS, Republic Act 10022 authorizes the Governing Board of the Philippine Overseas Employment Administration (POEA), after consultation with the Department of Foreign Affairs (DFA), to ban the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires; SDHTECWHEREAS, as a result of the outbreak of the latest conflict in Libya on 04 April 2019, which according to the Philippine Embassy in Tripoli threatened the safety and security of an estimated 1,000 Filipino migrant workers, the DFA declared Tripoli and areas within 100-kilometer radius of the capital under Alert Level 3 (Voluntary Repatriation) and Alert Level 4 (Mandatory Repatriation) on 08 April 2019 and 02 May 2019, respectively;WHEREAS, as a result of such declarations by the DFA, the POEA Governing Board issued Resolutions No. 3 and No. 4, Series of 2019, on 10 April 2019 and 06 May 2019, respectively, imposing a total ban on the processing and deployment of Filipino workers, including crew change and shore leave of Filipino seafarers, in Tripoli and...
