July 4, 2014GOVERNING BOARD RESOLUTION NO. 14-14WHEREAS, Republic Act No. 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), to impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires; WHEREAS, on 30 June 2014, the DFA has raised the Crisis Alert Level in Guinea, Liberia and Sierra Leone to Alert Level 2 (Restriction Phase) due to the spread of an extremely contagious disease, the Ebola Virus Disease (EVD) in the said countries; andWHEREAS, under Alert Level 2, processing and deployment of OFWs shall be allowed only for returning OFWs with existing employment contracts and effectively suspends the processing and deployment of newly-hired OFWs.NOW, THEREFORE, the POEA Governing Board, in a meeting duly convened, RESOLVES AS IT IS HEREBY RESOLVED, to impose a temporary suspension on the processing and deployment of newly-hired OFWs to Guinea, Liberia and Sierra Leone, and allow the processing and deployment of vacationing/returning workers to the above-cited countries, subject to their compliance with documentation...
