July 14, 2014GOVERNING BOARD RESOLUTION NO. 16-14WHEREAS, Republic Act No. 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), to impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires; WHEREAS, on 21 May 2014, upon the recommendation of the Philippine Embassy in Nairobi, the DFA raised the Crisis Alert Level in Kenya to Alert Level 1 (Precautionary Phase) due to the continued deterioration of the political and security situation in the said country;WHEREAS, POEA Advisory No. 09, Series of 2014 dated 29 May 2014 was issued where no travel restrictions are imposed upon Filipino workers but they are alerted to take necessary precautions in the host country;WHEREAS, on 11 July 2014, due to continued deterioration of the peace and order and security situation in that country, the DFA raised the Alert Level in Kenya from Level 1 to Level 2;WHEREAS, under Alert Level 2, processing and deployment of OFWs shall be allowed only for returning OFWs with...
