July 24, 2014GOVERNING BOARD RESOLUTION NO. 19-14WHEREAS, Republic Act No. 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), to impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires;WHEREAS, on 21 July 2014, the DFA informed the POEA Governing Board in its letter to the Secretary of Labor and Employment that it has raised the Crisis Alert Level in the West Bank to Crisis Alert Level 2 (Restriction Phase) in view of the growing security concerns in Israel and Palestine due to the recent Israel-Hamas conflict; andWHEREAS, under Alert Level 2, processing and deployment of OFWs shall be allowed only for returning OFWs with existing employment contracts and effectively suspends the processing and deployment of newly-hired OFWs; andNOW, WHEREFORE, the POEA Governing Board, in a meeting duly convened, RESOLVES AS IT IS HEREBY RESOLVED, to impose a temporary suspension on the processing and deployment of newly-hired OFWs to the West Bank.
