September 19, 2014GOVERNING BOARD RESOLUTION NO. 22-14WHEREAS, Republic Act 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), to impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires; WHEREAS, on 07 March 2014, DFA raised the crisis Alert Level 2 (Restriction Phase) in Venezuela in view of the internal disturbances, instability and external threat in the said areas;WHEREAS, under Alert Level 2, only the processing and deployment of returning/vacationing OFWs with existing employment contracts shall be allowed and the processing and deployment of newly-hired OFWs shall be suspended;WHEREAS, on 10 March 2014, Governing Board Resolution (GBR) No. 04, Series of 2014 was issued allowing the processing and deployment of returning/vacationing workers and imposing a temporary suspension on the processing and deployment of newly-hired OFWs bound for Venezuela;WHEREAS, on 26 August 2014, the DFA lowered the Crisis Alert Level in Venezuela from Alert Level 2 to Level 1 (Precautionary Phase);NOW, THEREFORE, the POEA Governing Board, in a meeting...
