September 22, 2014GOVERNING BOARD RESOLUTION NO. 23-14WHEREAS, Republic Act No. 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), to impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires; WHEREAS, on 21 July 2014, the DFA raised the Crisis Alert Level in the Gaza Strip to Crisis Alert Level 4 (Mandatory Repatriation) in view of the growing threats to security posed by the Israel-Hamas conflict to Filipinos in the said area;WHEREAS, POEA Governing Board Resolution No. 18, Series of 2014 dated 23 July 2014 was issued imposing a total ban on the processing and deployment of all OFWs bound for the Gaza Strip;WHEREAS, on 11 September 2014, the DFA has lowered the Crisis Alert Level in the Gaza Strip to Level 2 (Restriction Phase) in view of the recent improvement in the security situation in Israel and Palestine; andWHEREAS, under Alert Level 2, processing and deployment of OFWs shall be allowed only for returning OFWs with existing...
