September 22, 2014GOVERNING BOARD RESOLUTION NO. 24-14WHEREAS, Republic Act No. 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), to impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires; WHEREAS, on 21 July 2014, the DFA informed the POEA Governing Board in its letter to the Secretary of Labor and Employment that it has raised the Crisis Alert Level in Israel to Crisis Alert Level 2 (Restriction Phase) in view of the growing security concerns in Israel and Palestine due to the recent Israel-Hamas conflict in the said country;WHEREAS, POEA Governing Board Resolution No. 20, Series of 2014 dated 24 July 2014 was issued allowing only the processing and deployment of returning OFWs with existing employment contracts and who are returning to their employers and effectively suspended the processing and deployment of newly-hired OFWs to Israel; andWHEREAS, on 11 September 2014, the DFA has lowered the Crisis Alert Level in Israel to Level 1 (Precautionary Phase) in...
