January 4, 1988GUIDELINES FOR THE ISSUANCE OF ALIEN EMPLOYMENT REGISTRATION CERTIFICATE (AERC)Pursuant to Section 3, Rule XIV, of the Omnibus Rules Implementing PD 442, the following guidelines for the issuances of Alien Employment Registration Certificate are hereby promulgated.1. Definition of Terms —1.1 Department — refers to the Department of Labor and Employment;1.2 Regional Office — refers to the Regional Offices of the Department of Labor and Employment;1.3 Regional Director — refers to the Director of the Regional Office, Department of Labor and Employment;1.4 Alien Employment Registration Certificate (AERC) — refers to the certificate issued by the Director of the Regional Office authorizing a resident alien to work in the Philippines;1.5 Resident Alien — refers to any foreign national who is allowed by law to reside or stay indefinitely in the Philippines;1.6 Alien Certificate of Registration (ACR) — refers to document issued by the Commission of Immigration and Deportation (CID) to:a.
