March 31, 1977POLICY INSTRUCTIONS NO. 22-77GUIDELINES GOVERNING THE EMPLOYMENT OF CONSTRUCTION WORKERS OVERSEAS BY APRIL 1, 1977Pursuant to the government policy to promote and support on a sustained basis an organized construction effort attendant to the successful operation of Filipino construction contractors on overseas construction projects thereby affording increased opportunities and protection of construction workers, the following guidelines on the hiring and placement of such workers are hereby adopted for the information and guidance of all concerned:1. After March 31, 1977, only the following categories of construction workers may be hired for overseas employment; digesta. those under the employ of Filipino construction contractors with actual overseas construction projects of their own or in cooperation with foreign employers, under the following conditions:(i) the Filipino contractor is a bona fide construction contractor;(ii) the pay rates, benefits and other employment conditions shall be equal to the standards set by the Department of Labor or those prevailing at the jobsite whichever is more beneficial to the workers;(iii) the employment contract shall be for a duration of one (1) year...
