February 7, 2020DOLE-FDCP JOINT MEMORANDUM CIRCULAR NO. 001-20SUBJECT : Guidelines Governing the Working Conditions and Occupational Safety and Health of Workers in the Audio-Visual Production SECTION 1. Background. —WHEREAS, the State shall afford protection to labor, promote full employment, ensure equal work opportunities regardless of sex, race or creed and regulate the relations between workers and employers. The State shall assure the rights of workers to self-organization, collective bargaining, security of tenure, and just and humane conditions of work; TIADCcWHEREAS, Republic Act No. 11058 otherwise known as the Act Strengthening Compliance with Occupational Safety and Health (OSH) Standards and providing penalties for violations thereof, was enacted for the State to ensure a safe and healthful workplace for all working people by affording them full protection against all hazards in their working environment;WHEREAS, the Secretary of Labor and Employment or his duly authorized representatives shall have access to employer's records and premises at any time of the day or night whenever work is being undertaken therein, and the right to copy therefrom, to question any employee...
