June 22, 2016DOLE DEPARTMENT ORDER NO. 158-16GUIDELINES IMPLEMENTING THE EDUCATIONAL ASSISTANCE PROGRAM FOR SUGAR WORKERS AND THEIR DEPENDENTS UNDER 9% SOCIO-ECONOMIC PROGRAM RELATED FUND OF SOCIAL AMELIORATION PROGRAMPursuant to Sections 7 and 10 (b) of Republic Act No. 6982 (or the Sugar Amelioration Act of 1991) and Rule IX, Sections 4.2 and 4.5 of the amended Implementing Rules and Regulations (IRR) of RA 6982 (D.O. No. 114-11) and upon recommendation of the Sugar Tripartite Council (STC), the following guidelines implementing the Educational Assistance Program (EDAP) for sugar workers and their dependents are hereby issued for the guidance and observance of all concerned: SECTION 1. Objectives. —1. To prescribe policies on the equitable provision of educational assistance and support for college, technical vocational and skills training courses and other necessary capability-building assistance in support of the Human Resource Development (HRD) Master Plan in sugarcane industry;2. To establish assistance standards to improve educational and training outcomes; and3. To rationalize the amount of education assistance among implementing organizations for the benefit of sugar workers and their dependents.SECTION 2. ...
