1981POLICY INSTRUCTIONS NO. 47-81TO : All Regional Offices, District Offices and the Bureau of Labor Standards   SUBJECT  :Guidelines Implementing the Memorandum of Agreement between the Ministry of Public Works (MPW) and the Ministry of Labor and Employment (MOLE) dated 16 April 1980 Pursuant to the above-mentioned Memorandum of Agreement between the MPW and the MOLE, the following guidelines are hereby prescribed in the conduct of technical safety inspection by the MOLE Regional Offices.Establishments CoveredFor purposes of health and safety inspection, the MOLE shall have jurisdiction over factories as defined in said Agreement. cdprPre-Construction Phase1. All applications for construction shall be submitted by the applicant to the MPW Building Official having jurisdiction.2. The MPW Building Official shall refer four (4) copies of the application, including the technical plans, to the MOLE Regional Office having jurisdiction for processing and approval.3. The MOLE Regional Office processes the plans and submits its recommendation to the MPW Building Official within five days from receipt of the application.4. An application for technical installation separate from the building permit application shall be...
