March 10, 1989DOLE MEMORANDUM CIRCULAR NO. 002-89GUIDELINES IN THE COMPUTATION OF MINIMUM WAGE FOR PRIVATE SCHOOL TEACHERSTo insure the proper implementation and enforcement of the statutory minimum wage in private educational institutions, the following guidelines are hereby issued for the information and guidance of all concerned.As used in this issuance, the normal load shall refer to the full/regular or maximum teaching load provided under the Department of Education, Culture and Sports (DECS) issuance (See Annex "A"). Teachers with such normal load shall be entitled to not less than the equivalent minimum monthly rate.A. WHERE THE INSTITUTION USES A DEFINITE FACTORI. GENERAL PROCEDURE(Applicable Number of) (xdays considered)÷12=Equivalent(Daily rate paid in a year) Monthly Rateor: (ADR x Factor)÷12 = EMR where the ADR shall not be less than the statutory rate in the non-agricultural sector.
