January 26, 2012DOLE ADMINISTRATIVE ORDER NO. 047-12GUIDELINES IN THE CONDUCT OF TRAINING AND OTHER SIMILAR CAPACITY-BUILDING PROGRAMS FOR DOLE PERSONNELTo ensure a systematic and effective implementation of professional learning and development programs in the Department and for efficient allocation of resources, all heads of central and regional offices as well as attached agencies are hereby directed to adhere to the following guidelines: A. Formulation of an Annual Training and Capacity-Building Activity Training Plan. As part of the DOLE annual planning activity, offices shall identify the training development areas of their personnel and prepare a Training and Capacity-Building Activity Plan (to be referred to as "Training Plan" per Annex A). This shall form part of their Work and Financial Plan for the year. The Training Plan shall indicate the following:1. Learning activities that the office intend to conduct, avail of or provide to its personnel as a strategy for achieving desired agency outcome.2.
