February 25, 1991GUIDELINES ON EXEMPTION FROM COMPLIANCE WITH THE PRESCRIBED WAGE/COST-OF-LIVING ALLOWANCE INCREASE GRANTED BY THE REGIONAL TRIPARTITE WAGE AND PRODUCTIVITY BOARDSPursuant to Section 3 (Article 122e) of RA 6727 and Section 1, Rule VIII of the Rules of Procedure on Minimum Fixing the following guidelines on exemption are hereby issued for strict compliance by all concerned:SECTION 1. Definition of Terms.1. Order — refers to the Wage Order promulgated by the Board pursuant to its wage-fixing authority.2. Board — refers to the Regional Tripartite Wage and Productivity Board.3. Commission — refers to the National Wages and Productivity Commission.4. Establishment — refers to an economic unit under a single ownership or control which engages in one or predominantly one kind of economic activity at a single fixed location.5. Establishment regularly employing not more than 10 workers — refers to establishment employing not more than 10 workers for at least six months in any calendar year.6. Retail Establishment — refers to one principally engaged in the sale of goods to end users for personal or household use....
