May 16, 2020LABOR ADVISORY NO. 018-20GUIDELINES ON THE COST OF COVID-19 PREVENTION AND CONTROL MEASURESPursuant to Article 5 of the Labor Code of the Philippines, as amended, Department Order No. 198, Series of 2018 and Department Order No. 13, Series of 1998, this Guidelines is hereby issued.SECTION 1. Coverage. — This Advisory shall apply to all employers, including contractors or subcontractors in the private sector. SECTION 2. Cost. — The employer shall shoulder the cost of COVID-19 prevention and control measures such as but not limited to the following: testing, disinfection facilities, hand sanitizers, personal protective equipment (PPEs i.e., face mask), signages, proper orientation and training of workers including IEC materials on COVID-19 prevention and control.In the case of contracts for construction projects and for security, janitorial and other services, the cost of COVID-19 prevention and control measures shall be borne by the principals or clients of the construction/service contractor. Provisions of existing contracts inconsistent herewith shall be deemed amended accordingly.No cost related or incidental to COVID-19 prevention and control measures shall be charged directly...
